Eligibility
Are the right people in the company getting the right cars for the right reasons. Is your eligibility policy in line with current trends?

24Here are a few questions to ask on this apparently easy part of managing a fleet:

1. Who decides on eligibility?
2. Do you have different categories of eligibility?
3. Does a standard yardstick apply e.g. job grading?
4. Are employees aware of their job grading?
5. How often is eligibility reviewed?
6. If you do have a standard yardstick, are there any expectations?
7. Are employees aware of how vehicles are allocated?

A fleet can usually be split into three major groupings:

  • Senior Management 5% of the fleet
  • Middle Management 25% of the fleet
  • Essential Users 70% of the fleet

The two top groups seldom create eligibility problems. In the other group various criteria need to be applied on a judgmental basis. However, if a vehicle is needed to do the job, the employee must be allocated a fleet vehicle.

0n the subject of pool vehicles:

1. Pool vehicles are seldom driven properly or looked after because of the lack of individual responsibility.

2. Maintenance and depreciation costs will always be higher on pool vehicles. .

3. Work levels are usually, prejudiced because vehicles can only be obtained from a central point and need to be returned prior to the individual leaving work.

4. Theoretically, these vehicles are controlled and operating expenses are' reduced because they are only used for work purposes. The above points indicate that this is not true.
