It is important to have this policy documented at all levels. A comprehensive document will cover some 20 major areas of fleet management and delegate appropriate responsibilities and authorities to Fleet Managers. For a fleet manager to run a fleet effectively certain major areas of authority should be granted.
These are as follows:
a) The main authority and source, analysis and recommendation on finance / leasing company proposals. b) The only manager with authority to approve vehicle purchases. c) Full authority to accept major mechanical repair quotes and accept major collision damage repairs. d) If vehicles are financed, the final authority on money spent by the lessor. e) The final authority on used vehicles pricing, setting of reserves and the sale of vehicles. f) The main-management resource concerning fleet operating recommendations.
These levels of authority need to cascade down to the various levels. However, these men need to be professionals and fully involved in their responsibilities. They must understand all aspects of fleet management. These men need to administer the fleet effectively.
Costs must be controlled or they quickly escalate above fleet operating norms in South Africa.
